*POSITION SUMMARY:* The Developer's Analyst’s role is to research, design, implement, and manages new and existing software systems to support the business needs of various departments throughout the County of Berks.
This includes testing and evaluating new programs, identifying areas for modification in existing applications, writing efficient code, training users, providing user and technical documentation, and using best practices to eliminate any security flaws in the code prior to deployment.
The Developer Analyst will also research, design, document and modify software specifications throughout the product life cycle.
*POSITION RESPONSIBILITIES:* _Essential Functions_ * Identify and document requirements for new system implementation, system enhancements, bug fixes, technology updates and security patches * Create business and technical design documents * Create, document manage and store code using enterprise code vault and code documentation practices * Document and comment code to ensure supportability * Perform unit testing and regression testing on code * Perform security testing * Develop and implement various web-based software applications based on the specifications.
* Improve software performance, adapt software to any hardware upgrades.
Integrate software components and third-party programs.
* Research new application development software products, languages and standards in support of procurement and development efforts.
* Perform system testing using pre-defined scripts to eliminate any software bugs.
Participate in end user accept testing.
* Work with management, team members and users to assist in resolving problems with software products or systems.
* Troubleshoot, debug, and upgrade existing software.
* Develop and maintain user manuals and technical documentation to guide future software development projects.
* Provide training to users for any new or modified software applications.
*MINIMUM EDUCATION AND EXPERIENCE:* * Bachelor’s degree in computer science, business administration or closely related field.
* Five (5) years of web-based software design and development experience.
* Knowledge of OWASP best practices and top 20 * Knowledge of the software development life cycle.
* Any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.
*MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:* * Knowledge of technology and business skills to provide practical, cost effective and efficient solutions to a variety of programming problems and tasks.
* Ability to learn new technologies quickly.
* Knowledge of Microsoft development tools.
* Skill in troubleshooting and analyzing problems.
* Ability to communicate effectively both orally and in writing.
* Ability to listen effectively to end users in the analysis of problems.
* Ability to establish and maintain effective working relationships.
* Highly self motivated and directed.
* Attention to detail.
* Ability to work independently and as a team member.
* Ability to learn new programming languages and technologies *WORKING ENVIRONMENT:* Normal office environment.
